Affairs' stuff inactivity

Affairs is, in many ways, an answer without a question. Many of it's issues lie inherent in their very existence since it was born under less than ideal circumstances with a vague role.

As mentioned by Aithaed before, their general disconnect from CvR's general affairs (lol) actually benefits them in certain ways. They're more likely to be impartial and assume less about the parties they're dealing with. We've always sort of joked about Affairs being a Ethics Committee thing where they've got a bunch of spooooky powers that sound way more sinister than it actually is. To be honest, they're more like Private Investigators.

You don't usually goto a PI, usually you take your business with the police (the staff team in this case) or settle it with your peers, but they're a avenue you can take for conflict resolution. Frankly, I've been starved for ideas on what roles Affairs could fill. Too many times has it circled back to "why can't we just handles this?", "why can't staff just do this?", "why can't the COs just do this?", it's just a fact of their existence.

I once considered their dismantling as a department, push their roles onto other departments, etc etc. I was convinced otherwise. Despite their general inactivity, they've proven useful enough to keep around. From personal experience, I prefer their current iteration to the fuckery they engaged in the past.

There was a time where Affairs was too entangled into CvR politics, and there were agendas people wanted to fulfill by effectively harassing people through cases or trying to pressure COs.

Still though, I'm willing to hear out any suggestions people have to improve Affairs as a whole.
