What do you do?Ask further into the matter but if there is no definitive answer then give the civvie the option to punish the guy and then go off what the civvie decides. An H.E.C.U. Soldier enters the Combine base to "RP defect".
How do you proceed as a staff member?Tell him that is a no-no and if he does it again, he is going to be punished. if he tries to do this multiple times bring him and tell him that he is going to be warned for trying to solo base raid then warn him as such. You find a SU/MACE CO infiltrating without notifying their team in chat. You bring them into a sit to talk to them about breaking the rules. In this sit the CO threatens to demote your RP character if you don't let them go.
How do you handle this?Report him to Leadership/Lambda Council and they'll handle it accordingly. A group of players comes onto the server and threatens to DDOS or raid it.
What do you think you should do?Do a Badaim and ban them all for ddos/raid threats. You see a high ranking staff member doing something questionable, but you don't know if it is allowed.

+1 Big Iron is a cool guy, already has staff and obviously doesn't abuse, I think he can be trusted as staff and is fair in his judgement. You should accept this man...NOW!
