I don't see this as a bug more as a, you let the SU get too close to the terminal.
realistic standpoint even if cuffed if you let them too close to it they are able to touch it, meaning they can do stuff with it, which means they can sabotage it.
(yes even if their hands are tied to their backs)
maybe sentinel will think differently but that is just me saying it.

Jury and MP need to use terminals to liquidate prisoners. That involves bringing them close to it.
