Civilian / Anarchist Suggestion

What is your suggestion?
A: Add literally ANYTHING else for Anarchists / Civilians to do other than just going around killing people. And I mean literally anything. Anything that besides the gameplay of running around, getting kills / getting killed. I feel like so many good things could come from a good system for them to do, adding more variety to the normal gameplay by adding a active class that people play on, that isn't combine / rebel affiliated. What I'm saying is, I want Anarchists / Civilians to add variety to the regular Combine / Rebels gameplay, in more of a way than being a nuisance that people hate. Anarchists are hated because the ONLY thing they can do is go around killing people.

How would this benefit the server?
A: I said it above.
Please brainstorm ideas below.

One thing that I personally liked is that a while back Civilians could own shops, like their own personal shop to sell stuff. I don't know how that would be implemented today, but I personally really liked how that was a thing.

Anarchist could have a way of degrading point ownership for rewards. This would nicely replace point decay with a more fun and interactive mechanic.

Currently with the changes with lootables and gaining credits from lootables, CWU, Civs, and Anarchs, they were given some sort of "work" to do in the world, and while it may be small, its a start, but honestly more can be done to make these classes more interactive.

What i want to see with the current civilian classes is more of a differentiation between characters, an alignment if you would. You have CWU, which could be considered the lawful civilian class, the actual civilian class, which is the neutral class, and then anarchs, which is the chaotic civilian class. Currently CWU has the most passive RP power. With R&M members gaining access to building rights, having actual internal connections with GM's and such, and having a fair amount of organization, even as small as it is CWU has a lot going for it.

However, on the other side regarding civilians and anarchs, you have virtually nothing. No reason for passive RP when you have no tools to do so, no reason for orginizing or even playing the class in all honesty. I mean fuck, you don't even get XP for killing anyone as an anarch. Anarchs (and civs respectively) need a new mechanic that actually adds a reason to play anarch, other than just pissing people off by shooting them for no reward. I don't even need to say anything about civ. they literally are useless right now

Anarchs are supposed to be chaotic, if CWU has the ability to repair, heal, set up shops, do all sorts of passive RP, Then i feel it would be interesting if anarch was given more interactions like sabotage and other effects. Before and hell even after the change, organizing a decent squad of anarchs to do something always felt fun, and given that CWU is literally just that but on a more lawful side, give anarch more power to cause chaos and organize more than just being a mosquito that isn't rewarding in the slightest.

Civilian has always been boring as its just the class you play when you don't wanna shoot or get shot. that's it. Its essentially just a spectator role. However as stated above, it could honestly be given a simple mechanic such as some sort of work or a darkRP element just to make it slightly interesting and playable. If its supposed to be a truly neutral class, let it do some neutral work. Not much to state upon that.

A very important part of passive elements to CvR is interactibility. Combat is already interactive in its nature, but nothing has really been done to support passive/RP players. If we want to add more roleplay to the server we need to add more interaction from that roleplay, CWU is picking up, but we need to pull the rest of the passive elements out of the ground.

Fr tho I've been telling Sentinel to give Civs/Anarchs things to do for years it feels like.
