What is your suggestion?
Let engineers and Grids with CO approval force weather events or clear weather. The system would work similarly to their artillery; it would cost RES to use and have a long cooldown. This is only meant to be used in special situations like where a large portion of the server is already involved.

Here's some examples of intended use cases:
  • Using the cover of fog to hide a raiding party's approach.
  • Calling a rad storm to weaken attackers of a factory.
How would this benefit the server?
 Encourages faction wide coordination and teamwork. More toys to play with.

-1 controlling the weather will not end up with use for special moments. It’ll be used for whenever someone isn’t happy with the fact there’s acid rain. Also although combine might(?) rebels would certainly not be able to control the weather

Weather Shells(tottally didn't steal this idea from Fallout 4) could do the trick rebel side. As for Acid Rain, having a rule to where it needs to be used for a reason other than just "I like it sunny" could be in effect. Also, I do think that the tactical advantages would be awesome. In terms of overlap(weather war), I think once a weather change occurs by an faction, (not naturally), 4(?) minutes could pass before it can be countered by another weather change? To show it's a forced one, a message could pop up saying: "You feel a drop of rain" "You feel the warmth of the sun through the clouds" "You feel a drop of rain...it singes your skin" "You feel a chill" etc. could appear a minute before hand. After all, making it instant would be a bit meh.

Even if you are right, won't giving players a way to nullify a mechanic they find annoying overall improve their experience?

Cloud seeding is a real thing (well kind of). In the universe of hl2, humans invented teleportation and gravity guns. I think they could figure out cloud seeding.
Sacrificing gameplay in the name of lore is a bad idea anyway.

I don't like the idea of giving away forced ones, but I agree it should take a minute or so for cloud seeding to take effect.

On paper this sounds like a good idea, but at the same time, Sentinel literally does not want ANYONE to have access to weather/daynight control, GMs included

If special situations happen all the time, they aren't special anymore. Weather is somewhat rare, and is an interesting experience when it happens, so some random wackass function that changes the weather would normalize it happening all the time and both remove the random element of it, and remove any interest for it.

I don't feel like arguing about this right now, maybe later because it's complicated and annoying to discuss, but "fun optimization" doesn't work that way. If everything is fun and there are no downsides/consequences, then everything becomes less fun because there is less contrast between those moments.

I would rather keep weather as its own separate event rather than people asking GMs to make it foggy every time the want to base raid or something.
