TL DR: it would help balance out the server

Raising Jury's HP pool from 290 to 310 would further balance it out with LVET Corpsman and Regular MP. regular MP got a buff a while back which raised their HP to 340 to be a greater competitor to MP HVY whilst Jury got a extremely nerfed medkit which only self heals for 20 every time. raising its HP would allow for more situations were it can use the medkit effectively and jury could survive more battles. I also included LVET corpsman in this example because jury is kinda a mix of the two, and if you ever fought against or were a corpsman you know that the shotgun + 310 hp + medkit is a mighty combo. this small buff of only 20 hp would go a long way in balancing out jury between the other NPU classes and its counterparts on the rebel team.

In my opinion its kinda retarded that regular squad unions and squad RFs are more tanky than the literally heavies with heavier equipment, they should atleast be on par in HP with having the downside of less weight, no added movement speed, and a gun with far less mobility.

Raising the EOD helmet to give 40-50 AP is kinda a no brainer considering that other helmets can be 2-3 weight lighter and deal the same effect, maybe even granting a bigger AP boost. this would fit it in the progression more neatly and not be so fucked. (example: Reinforced combat helmet gives 30 AP, and the EOD helmet also gives 30 AP but the reinforced combat helmet weighs 2 less weight.)

2. I think ballista and hvy are fine as their gun is pretty powerful and their rpg are much better than before(offer AT and has a heavy machine gun thats good on its own

1. JURY ain't balanced between the other NPU classes, but that definitely looks like a discrepency between JURY and MP, regardless of them not being "equal". My suggestion though, instead of this, may be to increase JURY's carry weight, and/or decrease MP's carry weight to offset the benefits given by the increased HP versus the decreased HP and medkit.
2. BALLISTA/HVY move the same speed as normal RF, and have less carry weight due to the fact that they're carrying heavier equipment. They also have more HP than normal RF/UNION, and the whole factor of them being anti-vehicle is good enough to separate them in effectiveness from RF/RF NCO, ect. Additionally, as Woodman said, they have a really strong weapon already, so there is no reason for the increase in HP.
3. EOD armor in general I believe is of a far weaker effectiveness than it should be. An option would be to just flat buff it a lot, and then make the weight penalty be on an exponential scale to make carrying an ungodly amount of equipment on a class you're not supposed to be able to do that on very difficult. Otherwise, if that's already the case, it's probably a good idea to increase that scale as for the most part people just use whatever guns they want anyways.

the weight for Jury/MP is exactly were it should be and if we raise it any higher it reaches union/rf levels (its at 12)
if we fuck with MPs weight then we are lowering the standard for both classes which is a bad idea since then it wont be able to compete that much with other good divisions (RU/RIOT, Assault/Sword, Shield/Commando, etc)
this is a very simple fix and it makes Jury onpar with LVET corpsman/regular MP in my opinion

I feel like you and joe skimmed over the fact that squad union/rf have added speed and although I'm only speaking from what i see from outsider experience and mild testing I think the L86 is only a really good gun when you get all the attachments. Also, the mobility on all LMGs is 88% which is also something that should be noted
all of these things together should add up for a small buff for 20 hp

the weight penalty is already huge but the problem is the AP given is just wrong because the spec ops helmet weighs less and gives more AP and other helmets give the same amount of AP as the EOD helmet but for less weight
Squad RF/Union moves at 305 HU/s while most other whitelists move at 290. I can tell you from experience that a 5% difference in movespeed does not come into play 99% of the time. I agree that the L86 isn't fantastic before you get all of the attachments, but once you have the bipod you get a 45 damage laser.
You clearly have no idea how super OP the LMG is and the diminishing returns of the armor system (heavier armor isn't that much better compared to lighter armor)
That being said, the EOD Helmet's shitty AP value was probably a typo that Sentinel refuses to awknoledge
Jurys arent field medics like corpsman, they are capping units like regular MP, what you should ask is a small buff for the medkit in reality. MP doesnt gets any special equipment apart from cuffs and that's why it gets a health boost compared to Jury, the class shouldnt consist on briandead tanks running into the sight lines but be flanking classes to take enemys from behind to either kill em or cuff em. Jury should obtain a buff in their outdated medkit to be balanced out and better compared to corpsman
