Alright so it's a pretty simple question, and I have been told that they don't by a fairly large number of people, but why is it a in-game mechanic then?
Meaning: People on the Civilian/Anarchist class can use /id, which displays in a similar format to normal IDs.

And if Civs do not carry IDs, why the hell is it something in the game?
If you reach into your wallet and grab your Driver's License and go to a military base and show it to an important person, do you think they'll let you in?

When SU disguise it shows up as miscellaneous ID.
