What is your suggestion? A: I believe it would be interesting to see perks traded out for a sort of small skill tree system for each class, 3 skill trees with 2 normal skills and a much more impactful skill (like syringe gun for medic classes), you could even make it easier by making 1 divisional skill tree, 1 class skill tree, and 1 unique skill tree. (HVY and Ballista may share the demolitionist tree, like Helix and Medic would share medical) some classes without a clear rival class or are unique enough in their own way may have 2 unique ones though. I'd say give enough skill points to fill out 2 trees at once to allow more diverse builds, and allow free or at least cheap respec, skill points could be earned through normal levelling, or maybe from a class mastery system, although it probably shouldn't take too long to get max skill points in a class so you don't feel like you need to farm a lot or feel too weak at the start.
How would this benefit the server? A: I feel like this would make balancing for perks much easier, and could enable some more class-specific upgrades, divisions could also vote on their skill trees and get the upgrades they want.

Some of the trees (probably most) should be mostly utility upgrades, Scout tree may end in giving Ninja and Infiltrator effects, while medical ends in syringe gun, which are shared between classes of that type, or since there's unique skill trees, you could make being in smoke as a SWORD increase movement speed, I'd hope that classes only really have 1 main damage/Tankiness skill tree, with 2 different utility focused ones, so most divisional skill trees will just be utility that is built to help the subdivisions (like the jump perks could be infused into Outlanders, Snipers get vantage points and Recon can flank more easily) if you can respec easily and quickly, you can swap to a more utility focused role if your squad is struggling, honestly, this idea was mostly because I want to see some class-specific upgrades, since not every class has smoke bomb like sword does, having a perk effecting it would be almost useless, but giving more reason to use each characters full kit would make combat more interesting, and each class a bit more unique.

Meta will exist one way or another, it's a part of classes, equipment customization,perks and etc, there's nothing bad in having so called meta, unless it's something really broken. Most of the time player gets frustrated because of it's skill (issue) and blaming bad balance or meta for it.
Even if you'll hide every weapon/hp/armor stat,make every gun have the same stats, players will still find "meta" ,because someone who has better skill gonna dominate at the others
