Here the Recon scouting rules, made by me, a long as time ago, and approved by Brand

1. The Scouting area of each is map defined as a non CL1 zone, in combine base, basically if a civ can be there Recon can be there
2. Recon may not attack any combine while inside of the scouting area, nor may take any RP action
3. When spotted Recon must Hide or Run away
4. Recon may lead units outside of their base for the purpose of killing them, and may also use scouting as away to flank

This stuff should really be added to the MOTD, as well as the CROSS Rules

Cross has these except for the lead the units out of base rule and flank rule

I don't need to rehash what everyone's saying, but I agree that the evidence provided here is EXTREMELY circumstantial and it's really hard to come to a conclusion. HOWEVER, I will state that I believe Kobii was at fault.

Base Borders aside, if you look at the second clip Drippith posted (titled 'recon sus!'), you'll see Kobii's clearly able to get a direct sightline on the RAngers from the shed. It's at this moment that if I were in his shoes I woulda realized it's a tryouts and would've kept my distance. I think everyone here can agree it wouldn't have been an issue at all if he just remained in the shed. He'd be able to observe without clearly disrupting the tryouts. The ISSUE is him approaching it. He had no reason to do so, and had a clear sightline from the shed (even with the tree in the way he could see the Rangers lined up and the CO in front of them).

I'm going to argue that this pussyfooting about the 'base borders' doesn't really matter. He knowingly approached a tryout when his better judgement should've made him not. If I was still a mod, and spectating, I likely would've ruled the same way Drippith did.

don't understand why you would approach a tryout while SCOUTING (where you have to exit base when being spotted) which is btw stated very clearly in the MOTD.

As far as my understanding of the rules goes, the tryouts might as well have been in the middle of the map. I think this could be a moment to learn and patch up the rules, rather than just ban the """offender""" and wait for it to happen again and ban the next guy for doing nothing wrong. Maybe ban tryouts taking place outside of base borders as defined by the map, yeah? Makes a hell of a lot more sense then banning a MAJOR for being unfortunate enough to walk in on this nonsense.

If the base borders are too small to hold tryouts, expand them.

Quoting directly from the rules: "Scouting - Working within enemy spawncamp boundaries in a way that has no tangible effect on gameplay (for example, completing RP tasks or actively killing enemies.)". As the more visually skilled of you may see, the area where the tryouts were being hosted is essentially directly behind where the text screen is. Now, to me, if I were scouting, I'd be like "yes this is definitely an area that counts as scouting", as your average joe can't walk into here and not expect to be warned for going in there. As such, it's safe to say that the area the tryouts were being hosted was inside the spawncamp borders. Now, as we can see from the evidence provided a couple messages before me, you directly walked up to the ranger tryouts and proceeded to distract not only the host but also the participants. You'd agree you had a tangible affect on gameplay, right?
If so, this warn is perfectly valid, as you clearly broke rule C1A.

Denied
As multiple people have stated and delivered proof, it is quite clear that these were indeed tryouts inside the spawncamp borders.
You knew this was a tryout, yet ran up to it anyway to disturb it. If we're going to take Brennen's rules here, this violates number 3.
Do not knowingly disrupt tryouts unless you're absolutely sure that they're not in the borders.
