I want to be a part of the staff team, as I have access to the staff chat and too often I see tickets just sitting there unanswered for too long. and being a GM is getting quite boring and is no longer something I am interested in. I should be accepted into the staff team as I am a very active member of the community. this will help as I can help get to people quicker and answer their sits and resolve them without them having to wait too long. also I have played on the server since my friend told me about it when it came out. I also have a large knowledge of RP and all the different rules.

An MPF Union kills a Civilian but you don't know the reasoning behind the killing.
What do you do? I would bring the civilian to the sit first and hear his side of the story and then bring the union to a separate room to hear their story and if it doesn't match up I will determine who is lying, but if they do match up I will warn the union if he has killed an unarmed civvie/a civvie that was following orders.
An H.E.C.U. Soldier enters the Combine base to "RP defect".
How do you proceed as a staff member? I will tell them that they cannot defect and warn them for FailRP.
You find a SU/MACE CO infiltrating without notifying their team in chat. You bring them into a sit to talk to them about breaking the rules. In this sit the CO threatens to demote your RP character if you don't let them go.
How do you handle this? First of all I would tell them that they cannot demote my rebel characters for something I did while SoD. then If they continue I would warn them for threatening to demote my character(s). I would then warn them for not notifying team of infiltration ( don't know what the exact term is called). and then return them.
A group of players comes onto the server and threatens to DDOS or raid it.
What do you think you should do? I would ban them for the max time I could do ( think it is 12 hours ), then send proof of them saying this and their steamIDs to a higher up to deal with.
You see a high ranking staff member doing something questionable, but you don't know if it is allowed.
What do you do? I would take screenshots and videos and send it to a different high ranking staff member to deal with and give their verdict on.

"I have played on the server for a number of years", the servers been up for around a year and a half at most, so idk about the plausability of that statement.
The answer to the first question gets abit weird with the wording at the end of it but it's fine tbh.
When it comes to the SU/MACE and HECU Defecting question, I'd suggest you also report the incident to their respective higher ups so that they can look into it aswell.
As a whole this is a sound staff application with really no flaws in it to be honest, I can't comment on the applicant's character however since I haven't personally interacted with them much.

Allthough this application falls quite a bit short on my want for long and detailed apps, your experience (and my time in KILO CO with you) makes me think you'd make a great person for the staff team, alongside this, your Timezone will be more then useful.
