If there will be no ticket or they start talking about it on ooc chat about the killing then its most likely to no need for sit, but if there will be report from civilian then I tp him in place where i can do sit and ask him what happened, ask for evidence if needed. I would ask for evidence and check logs if it fits on report, check logs to see if CROSS is granted to scout at that time he was found because it might been sometime since the report was late. If the CROSS killed the Rebel from Rebel base borders then pull him from there and see if they are new player, if not then depending on situation warn them
