Perks were removed for a number of reasons according to Sentinel, but I'll explain why I dislike the idea of perks returning to the server.

1.) Perks caused increased server latency.
2.) Perks were unfair and imbalanced, especially for new players that had little to no knowledge of the server and were likely using default weapons. 
3.) Perks ONLY favored the better players, offering extremely overpowered abilities for those who reached high levels faster than others.
4.) Perks were tedious to balance.

The server is really better off without perks. If I'm being fair, Regeneration made it's own return, as all players automatically regenerate health and armor after a time of not being in combat. However, this applies to all players no matter what the level or class. Adding other perks would be troublesome for the development team and would prove overpowered for the players that have not attained a high enough level to obtain those perks. I get that it would be a nostalgia factor, as it brings back a part of the server that was there one year ago, but in all honesty it was one of the most imbalanced parts. With all that being said, perks have no place in CvR and should not come back.

Literally everything you said was false except for the performance cost. We only removed them because they had a huge impact on the server performance; they were perfectly balanced already.

And since this post suggests something that will [probably] never happen...
