Reserves on low pop

That is an issue all gmod servers face, and all of them solve it by brute-forcing the issue.

CVR suffers from a cultural issue of people being expected to log off if nothing is immediately happening.
If you look at larger and more successful servers, at least 1/10th of everyone on the server is afk at any given time; to act as a "cushion" in case numbers dip

TLDR for anyone reading:
I think the reserve issue is a symptom of a larger problem, rather than the problem itself.

I'm going to have to work on breaking the culture regarding low pop.

one way i can think of breaking this and fixing the low pop problem is to advertise the server more, show it out more to the world as im sure some people would be interested and maybe even dedicated to play on the server too

one server/community i can remember who had a similar issue was Zarp, which as of writing this is pretty dead now
