Resources rework on teamkills

What is your suggestion?
When team killing a friendly, the faction loses 500 resources NO MATTER what class they are which at same time is good and bad thing, it has it's benefits, but it needs to be reworked when a friendly unit get's capped, because trying to save a capped person is either killing them or MP, but most of time killing same said unit, so when someone is capped, team killing them should only remove 30-100 resources, since it's still counts as team killl TRYING to save them and faction loses 500 resources.

How would this benefit the server?
Both factions should not be losing so much resources all because they were trying to save a capped unit, because when MP/Jury caps you and they kill you, you normally lose 10 resources, but if you get killed by friendly unit trying to save you, it's 500 resources.

Wrong information: You don't "lose" 10 resources if an enemy kills an ally, you *use* them to spawn on points.
Spawning on points costs 10 RES, spawning inside HQ is free.

Also i think it's one of those maintenance bugs/gmod update bugs because:
1) Lately we encountered a couple of bugs showing up after some minor updates (corrupted textscreenes, LVS vehicle issues, squad menu issues)
2) Capped friendlies and brainwashed units (if they kill or get killed by an ally) DID not counted as TKs, 500 RES penalty, because i was the one who pointed out the issue when TK penalty was first introduced.
