Increase RIOTs base speed from 290 HU to 310 HU (same as Swords, Ballistas and Helix)
How would this benefit the server? As of right now, the job of RIOT is of course to arrest UU that break the rules. The problem arises when you realize that RIOT has the base movement speed of all units (290), because of there speed this allows a majority of the other combine units to be the same speed or faster than RIOT, as of now 11 of the 14 standard combine classes (MPF, MSO, OTA, NPU, OVA) either outspeed or equal speed to RIOT. This causes units who don't want to be arrested or resist to just be able to run away, leading to sometimes a several minute long chase (saying from experience) . Essentially this speed buff will allow RIOT to outspeed or potentially equal out a large portion of combine, if it is to overpowered for on field purposes then you could potentially lower it down to only 300 HU.
TL: DR: RIOT is slightly faster so it makes there job of chasing and arresting units easier
(this can also apply to sentry due to them gaining cuffs but idk enough about how balanced sentry is rn to know)
Second of all while yes some of the classes are pretty fast you gotta remember that haste perk and adrenaline shot exists, that 35 speed boost would definitely let you catch up with them

Neutral leaning to a +1 i can agree with Arooni on this some combine are just plain out faster than you and while you can use all these boosts to speed so can the people you are trying to arrest it makes it a hassle trying to catch up to these people. on the other side i can see how increasing the speed on Riot/Sentry could throw some classes off like sniper or MP's. i feel if possible the best way to go about this is increase NPU speed while in Base and reduce it when outside of boarders if it isnt possible then idk
Buff a class because it can't chase down its own teammates to arrest them? Granting this buff will make the class stronger in combat for the wrong reasons. In addition giving a shield class the same speed as a helix is kinda stupid.

That said, JURY is theoretically the class intended to pursue fleeing targets just because it already fulfills the requirements to do so (AKA, highest speed, 340 HU), so as others have said it's wearisome to consider the combat implications of a fast-moving shield + shotgun combo, especially with their notably higher-than-average health.
