What is your suggestion? A: Add a Refugee job with it's own job group (like CWU) and equivalent of CWU.
How would this benefit the server? A: We all know that at the current moment CWU has no counterpart in the Rebel Faction. What I propose is that we give the Resistance a support related job that is equal to CWU with a coupple of its own unique twists. This would make Resistance have a side-job that you're able to hop on and support the team healing/repairing and making Laboratories (like CWU) or even make Shops and Blackmarkets.
Combine are currently heavily one sided on the crafting/research aspect mostly because they have CWU's, CWU's I believe can sell supplies to combine which give a direct advantage and a CWU can own several shops at the same time as well, along with this they can create research lab's that make equipment that is nearly equivalent to an engineers project, an Exosuit for example gives 200 hp and 200 armor which can only be crafted by CWU's with lab research, this physically can't even be made by a Engineer even with a project, granted they are under a constant threat of resistance but still pose a clear advantage for the combine's, adding a Scientist of some sort's will equalize thing's out and create more RP among the Rebels, so massive +1 to this.
I've been discussing this with a few other people in R&D (Mainly Tora, Lerry, & Bison) due to the return of crafting. It'll greatly balance out the blatant 2:1 ratio of combine personnel who can craft compared to rebels (which is only Engineer, and i'll admit their numbers aren't the greatest right now). However, the shops mechanic I am still debating on whether or not scientists should have. To me the idea of a scientist running a store doesn't 100% make sense to me like a CWU worker would, but the idea that Pyro had pitched, where Scientists could run labs I think can make a great replacement for shops. Nonetheless, I wholeheartedly support this. +1.
-1 There are serveral reasons why this won't work sadly as much as I want it to. I've already discussed with Sentinel about having a Resistance CWU however he denied both of my pitches and he has some good reasons as to why. If he replies to this I hope he'll go into detail of what he said but I'll just give my opinion for now.
Scientists don't have a metashield like CWU does, CWU is a civilian job meaning they can get large amounts of players very quickly as it's a job that has short tryouts, no requirements, and no character slot taken. Scientists being an R&D job means they take a character slot, will have requirements, and no doubt have longer tryouts. They'd be functionally Resistance Fighters in combat making them not very helpful when not doing a shop or lab. If you say 'just add a metashield for Scientists' well that doesn't make any sense whatsoever considering they're most likely going to be Black Mesa scientists that the Combine want dead. Another thing it doesn't make sense for Scientists to be operating anything besides a lab because a Scientist making a hamburger shop seems kinda dumb but a CWU doing it seems normal.

I talked with a certain person in which made me realize the changes above would fit better to be even more equal to CWU.
