A couple of things wrong here that I see. Civilians and Anarchists do care about RDM's however what I believe you were trying to convey is that you would wait for a ticket rather than jumping the gun. Also if you have read our rules, one of them is "ignorance is not an excuse". So while it is sometimes allowed to give verbal warnings to low ranking members, what else do you think you can do besides just a verbal warning to let them know what they did what wrong?
I have made changes from your feedback Burn. It should be alot more detailed for this situation. I have thought about it and gathered some tips from other staff for that situation, and made up my own conclusion for it. Instead of waiting, I will ask the civilian himself and other changes. So read it again if that doesn't bother you
