Aight this is gonna be a lot of suggestions, so be prepared to read a lot or not. I will include a TL DR if am not lazy.

Resource Point At the current moment Resource Balls are way too easy to capture, especially if you are a high mobility class, cloak class or smth similar. There is no risk involved most of the time to get these balls. So my suggestion would be that the person who picks up the ball gets marked according to the players Team on the Map. A Rebel would be marked orange for everyone to see and a Combine would be marked blue. Or any other indication. And maybe a higher damage vulnerability.
The Player who kills the person who has a resource point should also get bonus EXP and Credits (if that isn't already a thing)
Perks
Reduced Respawn Timer Aight hear me out. This should be more of a risk and situational perk.
The Stats should be:
Respawn Timer gets halved
Once Spawned your health will be halved but can be healed back. (Though I guess the immortal perk or vampire could combo with this well)
Or
Respawn Timer gets halved
-25% Max Health
-10% movementspeed
Brain Damaged
No Headshot Multiplier
30% Damage Vulnerability (Or more idk)
How would this benefit the server?
A: Argentini will have to work more so its always a pro
Honestly, i feel like a map mark would be more reliable than a halo, considering squadlead ones exist. I assume you could code it like that as well, unless I'm mistaken.

+1 For the Resource as the indicators are pretty good and for the higher damage vulnerabulity maybe switched for increased speed. For the buffs when holding the resource balls it should be restricted to a time limit so it can't be exploited.
I suggested a bit ago that MACE/SU should either get the aura or be unable to pick it up while cloaked (Which could mean not at all), but part of the point of the Command Resources is to take players off of the frontlines, which it does. Part of your suggestion would be to make the CRs take a bit longer to get back to base, which would contribute to it, but it'd be nice to take what I said into account.
Perks:
1. Is counterproductive to the point of having a longer respawn timer in the first place, and the penalties for it (while quite big) don't quite outweigh the problem of rapid respawns on all squad members.
2. Tbh that's not an awful idea. One possible problem would be it conflicting with Weak Spot but other than that not much is wrong with the idea.
