What is your suggestion?
A: Add Division Propaganda Posters into the maps, specifically in and around both faction's headquarters.
How would this benefit the server?
A: It doesn't provide any objective benefit, but would more serve as an aesthetical piece that I think a lot of people would appreciate. As we know, Divisions commonly have art commissioned for them- some more shitposty than others- that they like to post for their tryouts or wherever else.
B: In terms of the potential question of "what posters should be used?" Generally those that fit the "feel" of the server. AKA: Not shitposty, and ones that clearly look like posters that Divisions would use to bring in recruits.
I don't think you're getting what I'm asking for, here. I'm not asking for a way for people to see what divisions exist; it's to incorporate those divisions into the setting actively as an aesthetical choice.
Dunno about a lot of the propaganda that's been made, but there's certainly quite a few bits that would be pretty cool to have hanging around the Combine/Rebel base areas, maybe not so much the rest of the map though.
Unless it's done with servside decals that are saved similar to perma-props, this would require map reworks. Honestly It would be a really neat addition, but I don't see it happening because of the man hours it would take to add in such a small touch. +1 anyway though.

Have you ever done model or texture work before? Even if you just made it a UV squad and added the PNG's as a material to the object, it would still take you a while. I'm not saying it's an impossible task, I'm just saying that I don't think the Devs would take time from other projects to do it. Not to mention that if they made them as props to add to the maps, you would need to compress them into a new content pack and add to the server's DL and workshop packs, which comes with it's own potential hiccups and time consumption.
As I said before, I think it would be neat, but I don't think the Dev team would spend time making propaganda posters over working on other server projects.
