What is your suggestion? A: a wallbang (surface penetration) system It works on the same system as it does in CS:GO, depending on the surface and the penetration power (from 0 to 300, for example ar's would have 200 while smg's 100, shotguns around 10)
The range will also effect the penetration power, if the damage reaches zero, then it would count that the bullet did not penetrate the surface How would this benefit the server? A: it would add more complexity to gunplay, while yes the server is not a tactical shooter, it is however inspired Insurency Sandstorm which does have wallbanging, and the code for it on Source has been done before thanks to Counter-strike, not only that but adds a lot more thinking in where will you stand, since if you try to take cover behind a door or glass, someone will be able to shoot you through it (also maybe even add icons if the player got headshotted and/or wallbanged as well)
Another thing that bugs is in some places where it seems like you could shoot them turns out to be solid (example the railings at C or the cracks on the wooden roof at E, both on c13 map) this way it adds more clarity to the player on what can and can't shoot at
I know many would disagree but at least it would be nice if the mentioned surfaces could be fixed to be shot through normally would be a good alternative

Would be cool indeed I would +1 this (I have not read the thread but I assume it is regarding being able to wall bang with certain weapons like snipers and high caliber rifles)
TLDR my thoughts are "it might be cool if it worked correctly".
However, I don't think CvR's maps are set up to take advantage of a wallbanging system. There are very few locations that provide commonly-used penetrable cover, and most parts of the maps are made of brick, stone, or metal.
I also don't think this would actually add to gunplay beyond a few Cool Moments. Tbh, that's enough for me (Ex. I would LOVE to kill a buncha people camping the Garage on C13RR), but from what you're describing it'd be a lot of detail to put in for minimal actual use because that garage is the only situation I can think of where it would be cool instead of annoying.
I think there's an interesting idea here for a scaling Armor Penetration amount (or Damage Reduction penetration), but against the Map or Props it seems meh.

I thought the same but when I checked for stone and metal walls in CSGO and see what's penetrable and not, and you'd be surprised what's possible, here is an image of the jist of it:
