I'm guessing that -1 is for the fence shooting part because I don't see how it not being a hitscan weapon would change the ability to charge up the beam and release it when needed.
(Also I'm like 60% sure sometimes the beam straight up bounces off my target and hits somewhere else)

+1 Vort does need a change its not used much compared to OSE, so I think these changes will make vort more active.
