Why is the gravity gun so heavily moderated?

Like in terms of combat, youre only allowed to use it with manhacks and rollermines, so the possibility of using it completely relies on a factor outside your control. Is it too powerful? What if to combat this, the alt-fire required a loud charge-up, similar to the tau cannon? It would alert enemies that an engineer was about to punt a sawblade through their midsection at mach 5.

its just be to prevent people from spam punting things towards enemies but i like the suggestion of it having to charge up to fire
