First I would bring the civilian somewhere private, ask him what happened and if he has any proof. If the civilian has proof of the Union killing him without a good reason I would bring the Union, tell him what he did wrong and warn him for RDM. If it was a crossfire, I would tell the civilian to pay more attention, return him, bring the Union and tell him to pay more attention while shooting. An H.E.C.U. Soldier enters the Combine base to "RP defect".
How do you proceed as a staff member?
I would bring the H.E.C.U in a private area, tell him that "RP defect" doesn't exit on the sever, and warn him for FailRP. You find a SU/MACE CO infiltrating without notifying their team in chat. You bring them into a sit to talk to them about breaking the rules. In this sit the CO threatens to demote your RP character if you don't let them go.
How do you handle this?
I would start recording, tell them that he can't do that because I'm doing my staff job. After returning him I would send the evidence to his higher-ups. A group of players comes onto the server and threatens to DDOS or raid it.

I would start recording, then gather their steam profiles and after ban him if I have the rank. If I don't have it, I will submit the evidence and their steam profiles to a admin that can ban them. You see a high ranking staff member doing something questionable, but you don't know if it is allowed.

+1 I've seen him on a fair amount and ignoring his great character which others have mentioned, he would be good material for staff as I see him handling things fairly.
