So what I'm understanding is that SWORD have to kite shielded units, but RUs are probably the best units to kite with, with their longer range, slower yet more powerful shotguns and a shield to prevent getting punished from peaking. Even from non-CQC units, the optimal strategy when pitted close to an RU/RIOT is to either jump in front and shoot their face and gamble on whether you get one tapped, or jump side to side in some weird infinity sign pattern and hope they miss their shots. You can see ghost attempt this strategy in the forum about nerfing RU/RIOT/ENGI...
If SWORD aren't able to punish aggresive RUs or even have a fair fight against decent RUs, then, imo, SWORD is useless. Just play RIOT/SHIELD instead for CQC.
