While planning a server-wide Event you realized that it would make hosting it much easier if you had another Gamemaster assisting you, and manage to get someone to help. Unfortunately 5 minutes before the Event is scheduled to begin, they messaged you and said they would be absent. How do you proceed?
Delay the event for up to am hour and ask to if another Gamemaster can help out, if there is one go over the event with him and then proceed with the event, if no then talk with the Gamemaster and find a time for it to work out and delay it until then.
While planning an Event, you decide to test some of the tools you think would be helpful. You go to the admin room, and start to experiment. Unfortunately, while testing with some NPCs the server crashed. How do you react?

An NCO has finished training a Recruit, but there are no COs or Staff online to provide the whitelist. What do you do?

While hosting a server-wide Event you have implemented a RP section where players can interact with a computer in order to open a door. Unexpectedly, a CO decides that they would rather that door stay closed (Presumably so that the other side cannot continue), and orders that the computer be destroyed. Given that the door is essential to progressing your event, how do you react?
Pop in and tell them that it cannot be destroyed for event progression
While hosting a server-wide Event, a CmD/MAJ decides that they dislike it, and begin to openly attempt to get players to refuse to participate. This reaches the point that there are almost no players participating on one side. How do you resolve the situation?
Report the CmD/MAJ to a staff member at let them deal with them and try to get the players to engage
After hosting a server-wide Event, you are in the middle of a post-event Debrief when the COs present tell you to stop hosting your DB so they can host theirs. How do you react?
Tell them to wait as they cannot do their DB right after mine

While preparing to host an Event, you notice that there are 3 vehicles deployed, and that the server is lagging a bit because of that. What do you do?

1. Xen creatures start appearing in the city/map and the combine and rebels must decide to work together to stop the xen creatures or continue to but heads with eachother
2. an Anarchist group is fighting against both combine AND rebels both struggle to deal with them and must come together to defeat the anarchists
3. (I ran out of ideas)

1-2 a week

Before I can provide an evaluation of your application, you need to fix a few things.
I would ask that you edit your existing application instead of posting the updated one as a new reply before doing anything else.
I would also ask that you reevaluate your responses and Event Ideas, and submit a third idea. There is no time limit on creating an application, so not having a third idea tells me you either A) spent 5 minutes on this or B) didn't care enough to spend more time on it. The lack of detail in most of the other questions indicates the same thing(s) to me.
As is, your two ideas have so few details in them that I cannot determine what the players involved would actually be doing. If you do not (or cannot) fix these parts of your application, I will deny it for being incomplete.

My recommendation when coming up with new events, plot it out systematically. I like to go in:
Synopsis (give a quick abstract about what the event is about)
Pre-Event (give it some flavor-text. How did we canonically end up here? This can be optional depending on the event)
Event (give a description of how it will be set up, and the planned mechanics)
Post-Event (describe the rewards that will be given for whatever faction succeeds at whatever task)
Also, I do not inherently foresee Combine working with the Rebels. In a PvP server, two major opposing factions must have some serious reasons to want to cooperate, and with the general mindset of the server, such results are an unlikely outcome.
Plus - I thought you mentioned you were a GM before in your previous experience? Were there no ULX commands for that position?
