I Will be honest man I am always super paranoid about Cheaters and i'm always trying to find any little bit of evidence to see if someone is Cheating.
However the clips shown just looks like raw skill.
What makes me believe this is because the movements he made look natural and not jagged or sharp e.g. sight moving in straight lines towards targets.
It is confirmed that using a crosshair is not Cheating. (this is here because some people think it's against the rules this is not referencing anything said before or after)
Another point to note is that Vortigaunt is incredibly easy to get kills with even at range because of it's near 100% accuracy.
I have seen and know personally what aimloock looks and feels like and his movements do not seem to be of that nature.
I have seen skilled CvR players like Arson Tiger Nil and Ghost to name a few.
Also the way Joekers movements looked reminded me of the kind of movements the aforementioned skilled players can pull off.
So in conclusion I believe he just a skilled player being mistook for a Cheater.
