What is your suggestion?
A: Remove / reduce the head shot damage penalty on dragonfly.
How would this benefit the server? A: Sence the head shot damage multiplier was reduced from 3x to 2x, head shots deal the same damage as body shots while using dragonfly.
Just give it 25% damage decrease or make you take 100% more explosive damage from any source
The 50% less headshot damage is really frustrating to get kills with

Wait, dragonfly's damage is affected by the damage of the killing blow?
The only synergy you can have with dragonfly is chain reaction: players killed by a dragonfly explosion do a dragonfly explosion. It and its synergy are extremely situational. Even before this unintended nerf, it was considered was a bad pick as you gave up much needed damage for the odd possibility of a chance at a multi-kill.
The chain reaction synergy is made with Sniper, Final, and Dragonfly. Snipers are the only ones who can get any use out of these perks and thus, are the only ones who would really use it. (at least for ranger and sniper) they absolutely NEED head shots and to be at all effective.
Frankly, I think dragonfly should be improved a bit more so, but 25% would at least make it usable again. Its only 5% difference anyhow.
P.S. dragonfly should be renamed to (Grunt) Birthday Party

Come on, the perk would be perfect like this- a risky and fun bet on your own skill. Instead, we have this mediocrity that shoots itself in the foot.

Reduce it to like, 35/40%?
True but AoE with VERY high damage and new perk synergies, I'd say like 30 is a good deal

Nerfing the hs modifier made it a lot more difficult to use
-25% gives it the same headshot damage it had before
The aoe isn't that powerful and is rather situational, even with the synergy, so the opportunity cost of running it is already a good downside
