Would be a good idea but doesn't really fit with CvR Lore (the fact that citizens who join rebel just are Resistance fighters technically as CWU is an alternative fully human slave faction)
People complain "it's annoying", I don't see the difference between a unarmored target with a pea shooter against a fully armored target with a rifle that can just as easily target you at low health.
The pistol alone isn't OP, but just how you normally kit out your whitelist with perks, anarchists will do the same. The fun has been taken out of anarchist because some toxic players got their feelings hurt that a civilian shot them. It's no different when we steal guns and shoot you. Are they going to eventually remove weapon lockers now because it makes the anarchists "annoying?"

The difference between the "annoying" you are describing is that an anarchist can not be shot on sight however a fully armored hostile target with rifle can.
because the fully armored hostile can have perks and be shot on sight is a bigger difference than the same anarchist who shoots you in the back of the head for the 100th time . Who wont piss off when being told to as he tries to kill you again with you having no possible way to counter this man aside from again, being told to piss off.
Not to forget the awful meta shield anarchist tend to abuse. RDM RDM RDM!!!!!

Anarchist was more fun with the welrod. If they keep nurturing the class then they might as well as just remove the class all together and reduce the price of VIP, because being an anarchist was one of the big benefits I was looking forward to in purchasing. Theres nothing that special about a renamed civilian class that can steal weapons.

Sick of sneaking into a base, raiding a locker and sneaking out again only to get RDMd into another 10 minute wait for a locker.
Even a knife would be better than nothing. Either that or remove the wait time on lockers.
Use to have a lot of fun with anarchist before they removed the pistol. The class is pretty much gutted and it's pretty annoying and repetitive to wait 6-8 minutes between sneaking into a base to steal a gun that you'll only get 2-5 kills on it before getting found out or cross-fired.
