Objectively, the spazzing starts before the highlighted video, however... he inflicted 0 damage towards the targets he was aiming at. If you compare that with the other cases of actual and proven utilization of aiming assistance software, they would at least land guaranteed hits which is not the case here. If he "locked" on the targets as Strelitzia eagerly stated, the targets would at least receive damage...and by the amount of shots he actually fired, he didn't inflict any damage...so that, in my opinion, nullifies that point since he in this moment had no advantage. Indeed this is a suspicious phenomenon and Kong clearly showed that he is ready to prove it to you that this is a reoccurring hardware issue. It might be a poor optical sensor or some dust stuck in it that irritates the input.
Unfortunately about the B-hop phenomenon, it sadly falls under the use of third party software the way you have described it..but since you stated that you did not use it to gain advantage, It is up to the Staff to re-consider the punishment. Bhopping is considered a FailRP phenomenon/punishment...
