Not required, Kowalski could have said something, I guess, but considering his name was "Event (----)", and there was clearly an event going on, (Or at least there was one going on recently, not exactly like us GMs say "Event is over" every time an event ends, no reason to think it was over) it looks like an overzealous reaction on the part of the staff.

The event was just ending, Chief and I were giving rewards out and everyone else was fucking around.

Trench you are a good guy but given the context that kowalski has said (assuming hes telling the truth) i don't think what you did was very gamer, but man i do still respect you because your chill and understanding. personally i think you just gotta take this L and move on.
