+1 I see both Heavys and Ballista spam the utter shit out of it, regardless of the enemy and if they're alone or not. It sometimes gets so bad that they hit friendlies or Civilians.
+1 Nerf its impact damage to 150, that's the main reason its so strong. A direct impact can tear an EOD up to the point where a pistol can tap him. Nerfing the impact damage should help a lot. The blast radius is pretty crappy to be honest, after playing with it its very inconsistent and I've had a rocket land 1 foot away from a normal rebel with 125 A and H probably and it did about 10 -15 damage. So yeah it has to be the impact damage.

Uuuu cheif reducing the infantry damage won't do shit when it comes to 1 shooting shield units. When the RPG hits a shield it does its prop/vich damage count. Because the shield is counted as a prop. That is why you see it one shooting EOD's, SHIELDS, RU's and LVETS. There really isn't any way to get around it. And with the 200 damage buff afaik it only can 1 shot 100/100 classes and that's with a direct hit and 0 blast armor resistance.
Not to mention the cooldown has not changed from 10 seconds. You still have to wait 10 seconds before firing AND you have to reload. I understand the ballista getting together and spamming rockets is a problem. But it's not something that nerfing the RPG can solve too much. The lock-on shorten was desperately needed as HC's could never get hit as anything could break LOS in this small map.

Splash damage has been quite consistent for me. And I have been oneshot allot even with 100/125. Its being overused now its not meant to be really a infantry fighting tool. But to fight vehicles not small infantry.
