Noisestorm has the right idea. The RPG is far to effective against infantry and i'd say even props. RPG classes use it against literally everything. They see a civilian around, they pull out the RPG. They see an enemy outside of close range? They pull out the RPG.
At this point it's less of an anti-vehicle weapon, and more of a anti-everything weapon.
I think that reducing the number of max rockets that RPG classes can carry, as well as increasing the movement penalty while holding it would be a great idea. Lock-on times being short is fine with how easily avoidable target locks are on this map. Make the RPG actually an anti-vehicle weapon, and NOT an anti-everything weapon.
