What is your suggestion?
A: Add a pack mule perk
Positive: +3-4 Extra Carry weight
Downside: -30-50 run speed
Optional downside: No synergy w/ it for more balancing
(Values are open ended)

How would this benefit the server?
A: A lot of high tier and heavy carryweight weapons have been made basically useless cus of the no overweight change so this would counteract that but also make it so ppl can't just run OP perk sets and OP weapons at the same time. 

2 alternatives to this is lowering the carry weight of a bunch of weapons so they can be used by more people or
 adding back overweight with either a bigger speed debuff or limiting the max overweight they can have. Ex: max 3 CW but with some negative debuff

fucking how much CW for just -40 speed?
If you want to suggest perks you have to do it in bundles of 3 + their synergy, not that it would get accepted because there's tons and tons of perks already.

I'm not a dev so the exact values to reduce it by so it's open ended, but the main ask of this suggestion is to add the pack mule perk + theres no rule saying synergies are required, that can also be a debuff to this perk for more balancing

I don't think more perks is a bad thing at all. Dunno why it's an issue to have more.

We had like 70 at one point and got them reduced all the way down to 23 (i think) because people hate perks

-1 . a class’ carry weight is integral to their balance. modifying that with a perk with a minimal downside just isn’t reasonable

The downside is again, up to the devs. The main reason for this suggestion is because a lot of craftable weapons are just left sitting in the dust because nobody has enough CW to use them or want to use them unless they're legion/partisan

If there are alternatives that can also be good
