What is your suggestion? A: The removal of the map betawork and replace it with something less problematic and more appealing to players
How would this benefit the server? A: This has already been mentioned several times since it was added to the server, the map is poorly optimized for a good majority of players, everyone's performance is negatively affected and we're going to get around 20-30 fps or even less in the most extreme cases when the server is running around 20-30 players.
The sand storm effect adds a certain touch of realism to the atmosphere of this map, but makes it unplayable. if it was to be removed , we'd end up with a large empty space that would ultimately benefit snipers only.
With the recent addition of old maps that have been appreciated and loved by the community, there are other maps that haven't necessarily caused any problems and that would be more interesting (this could be a temporary switch while Betaworks is reworked in one way or another, or even a permanent switch).
Now I don't know which map to propose as an alternative, because I think there are several that deserves their place in the list, but City 8, the Old City13, City 17, are not bad choices.
It's not something that needs to be done urgently right now, but it can be taken into consideration to remedy the problem quickly.
Whoever's outpost it is needs to have a larger base, it has to be in a remote area (preferably with a diverse climate compared to the other maps), fairly open to provide contrast between the central map and the base
Oh also the universal requirement for all maps is to not require any external game content, be decent to good on performance (in testing betaworks was fine), and have a modest content size
If that sounds like an extensive list, it is. The current 5 maps took about 3 months of *daily* searching, reviewing, and planning.

Ok so , yes, chances are that it will be refused (It's not me saying it, but a few gamers around me.), but I also said that if there was the possibility of changing it temporarily while Beta Work is being reworked. I think it's not a bad idea either, after all, I mentioned these maps and I admit that it's just a personal preference, but there are other maps that don't necessarily start with City that would be better and more playable than betawork at the moment.
if a replacement were to happen, I'd personally hope for a map with either a constant snowy/fog or storming climate rather than the sandstorm, which I feel would be easier to do anyway as those are already weather effects.
I like that Sentinel is being slightly more open to the idea of map replacement, but remember people, this doesn't mean spam him with map ideas, that'll likely just ruin the chances. Think about the map and look into first.

However, I'll entertain the thought. All the maps you listed are too small to be good outpost maps.
