RIOT isn’t meant to primarily arrest units, their job is to guard cells and be a tank/cqc class. Increasing their speed muddies the water between JURY and RIOTs purpose, and makes new players think “why should I be a cuffing speed class when I can be a cuffing shotgun shield class with a little less speed?” and will suffocate JURYs numbers.
to add on, increasing speed to SENTRY as well will legit make the class itself OP to the point a couple SENTRY can run into a point and mow down rebels then escape the scene in less than a minute. As fun as that sounds, nobody would want that to actually happen.
+1 in honesty, riot is facing some rough times.
As it isnt ment to arrest rebels. They are also ment to help assist in keeping the balance of the force.
It would be odd if a Union 09 can outrun a riot. As well as the other NPU that isnt jury.
The mentality of "Oh just call a jury"
Is kinda dumb. And if one isnt present, it just makes it all that more needed.
Dont get me wrong, jury is awesome. But sometimes they cant do everything themselves.

No need to call a JURY when riot has cuffs, and if the riot is unable to cuff, screen cap the name and report them to the COs. The buff is objectively a better QoL change, but it isn’t for the rest of the server.
It also isn’t odd that a UNION can outrun a riot, it’s just how it is. UNION don’t have a shield and shotgun.

While I'm more than open to the concept of making it easier for MP/NPU to enforce IC guidelines, this method would primarily benefit Riot outside of the intended purpose of this proposed buff as said by other people in this thread. This buff would also open up Sentry & MP HVY to the same buff under the same reasoning which I don't think would bode well. I'd much rather see a means of non-lethal incapacitation be added solely for enforcement purposes which would only buff units in scenarios that require NPU/MP to enforce the rules thereby not affecting combat.
