What is your suggestion?
A: Allow Pushback CO ranks (LA Veteran, EOD Ace, OSS uhh idk whatever co rank, & EOWA Vice) to self deploy. If AIU/LC can self deploy there is really no harm in giving permissions to the most experienced people with the classes. By that point they should have a good idea of balance and when to deploy.
How would this benefit the server?
A: More agency to those within the actual pushback divisions and not the old head andies swapping between 50 whitelists to try and maintain a positive k/d. Also gives an incentive for longevity in those divisions and actual reward (the only bonus to ranking up in Assassin is being able to self grant for ASSASSINATIONS which also need an SU/MACE present to even work).
+1, but put a limit of pushback COs maybe like 3

I feel like pushback rules should just be reworked.
The whole "mission" thing is fucky and having to RTB after every mission just kills push momentum.
You spend more time walking back and forth from base then you do actually doing your job. Yes there's transports but the transport has more important things to do than haul our asses back to base every 3 minutes.
Should be a blend of the old system and current. Pushbacks requires perms to deploy but can be given multiple objectives and can stay out as long as rules allow. Thus allowing them to properly participate in pushes and supporting the team more.
Currently as it is all this suggestion would do is allow half of the rebel pushbacks to self deploy. And honestly I don't think a division of 10 people for a whitelist that isn't made to be played 24/7 and doesn't take a character slot needs more than 2 COs at most.
A general change to deployments would be more beneficial.

atm only the leads can
Handpicked deployment rules a while back used to be like that but it was changed for a good reason (people are dumb and would overdeploy)
