if a dog behind a fence is barking, is it trying to get at you, or protect itself and its land?
Is the dog aggressive behind the fence?
If a dog does not bark behind said fence, is it aggressive? Will it attack you?

The doy is not aggressive, nor is it trying to protect it's land.

The dog is simply does not want you to enter his home and figure out what he did back in 1990-2001 alongisde Slobodan Praljak and why he opened fire in the civilians in Tuzla

That is not a paradox. Those questions are highly answerable (by trying to pet it) and pose no logical contradiction whatsoever.
This is because the dog is quantumly entangled with a rabies ridden and pissed drenched crack addict who has both bitten the dog and died of a heroin overdose before he could do so. Thus, the dog is both aggressive and non-aggressive at the same time.
