The Nature of Suicide Attacks, and CvR

Suicide attacks, in terms of CvR, refer to engaging a group of enemies where, while you may kill one or two, your death is certan. 
Suicide attacks do not refer to suicide rocketing or suicide grenading (blowing yourself up next to any enemy). Those are something different.

When players do suicide attacks, they most oftan don’t intend to, or it's really their only option.

Let's say you're out on the field; alone. You're not behind enemy lines or anything. You just don’t have a squad right behind you- a common situation. You check your map and see a point colored not to your liking. You don’t know if there's any enemies there or if so, how many. How could you? You run over, turn the corner and bam. You see five of them and they see you. In that split second before they can ADS, you think over your options. You could run- get back behind the corner you turned and book it, but you don’t play CvR to run away, do you? They would probably just run you down and kill you anyway. Even if you do get away, then what? They're still there and about to take your next point. Do you organize a group to fight them? No, that would take too long and likely not even work. So, you take the chance you have. You hold down left control and aim for the heads. You kill two, then die. You press U and type “3 at …” instead of 5. Seconds later, your teammates stroll in and take the point because they didn't have to fight a whole squad.

When you went into that point, you didn't know you would be committing a suicide attack. You had no idea what you would find there.
You chose to engage, not because you have a crayon up your nose, or you wanted to boost your K/D. You did it because it was the best way you could help your team.
Did you have fun? Did they have fun? Yes, and yes. You and your opponents got into a gunfight- the entire point of the server. It would not be fun, for either party, if you ran away at first sight. Doesn't that just sound boring?

Let's talk about FOBs, or really any place that is being well defended. Bar shelling, the only way to attack a one is with, you guessed it, suicide attacks. And… It's fun. It’s fun to attack and defend one with your team. It's fun throwing yourself into the meat grinder until it breaks and it's fun to gun down the hordes until the last man.

What I'm trying to say here is:
Dying is at the core of CvR. Being punished for dying is the same as being punished for playing CvR.
Suicide attacks are sacrifices, and sometimes sacrifices are needed for your faction to be victorious.
Both are fun; whichever end of it you're on. Neither should be discouraged.

if this is about losing mats when you die, then I also want to say the greedy looting has been way up!

Pretty much, you'll go to push and always find 1-2 people hanging back, refusing to attack and just picking up the mats from dead teammates.

I think it’s more the willingness to kill despite knowing you’re dead if you do
