The UU PULSE HEAVY DECONTAMINATION RANGED ARMAMENT (will be referred to as HyDRA in this paper) is a dual-chamber, alternating discharge heavy suppression device used to clear, expunge, and vaporize areas of known biotic contamination, Resistance strongholds, and future landscaping projects. 
HyDRA became known to GRID engineers by UU High Command after the decommission of the Heavy Orbital Suppression Device. Extra-terrestrial armaments proved to be more useful in terraforming the satellite orbiting Earth, in conjunction with extraction of materials and the establishment of material plants on said satellite. Furthermore, the HOSD proved to be inefficient when tasked with multi-layered suppression, a prime example being the expulsion of the Sector 1 through 5 regions. HyDRA aims to cut the cost of pulse battery production by using a specially produced, high efficiency pulse round that costs as little as 1/4th the shell used in the HOSD. Every 4 shells costs 1 of the HOSD. The HyDRA is not intended for small-scale suppression, as is the task of the Overwatch Mid-Caliber High-Altitude Cannon still in service to this day.
Standard ordinance of the HyDRA’s specialized shell is to range between 150 kilotons to about 9 megatons of TNT (Earth Measurement), specialized barrels will be produced in conjunction to house and fire these shells.
Production of the HyDRA will begin in the City 15 Citadel plant, which also houses the only prototype of the weapon and means of production. Development will last 5 Earth months, of which we will roll out the first line of HyDRA weapons. Their first mission will be to create a path between the areas of City 14 and City 18, which will aid movement of OTA and KILO ground units.

“I hear it’s because City 17 has been…iffy…when it comes to Combine authoritative measures. They've also been running out of their materials they brought from homeworld.”
“What do you mean ‘iffy’, like they’ve already risen up?"
“No. They’ve been acting independently, making Earth a separate jurisdiction of the UU rather than an extension. The people off-planet don’t like that.”
“How can they communicate with them if they’re in a different universe?”
“Advisors.”
"What of their materials, how can we be sure they're running out?"
"All MPF and nearly half of the OTA forces have been outfitted with ballistic weapons, like pistols and buckshot shotguns."
“What of City 17, do they know of us?”
“Which ones? Lambda or the UU?”
“Both.”
“Lambda authorities have no idea of our existence, at least not a complete idea. They know something is here, but not at a scale of what we’re planning. The UU is about to send an expulsion force in about three days. They know we’re here, but I know that they know.”
“Does this change our plans?”
“Not at all…
