honestly, its a combination for all of the above for me. the time to dispense leaves me vulnerable, the cost can add up if youre using it alot and only 100 more health is a bit insignificant. Unless i am on the winning side or on mace i just go past it

1 CVR life is not worth 500 credits quite simply, even assuming that 100 health will be the difference between life and death every single time.
