Has shown improvement, and has already had lots of time to grief with access to OVA DVL. If he can be trusted with OVA DVL, he can be trusted with staff.
My only concern is a slight rogue mindset. This happened a little while back when I forced an EOW undeployment when rebels were getting HAMMERED, and you told EOW to flat-out ignore the order. This could've been ruled as RASR, or Retaliation Against Staff Ruling, which carries a long ban with it.
The only reason I'm +1ing after that is because I trust your personality and experience. You're fun to be around, kind, and have a proven track record as a very good CO. Anything else can be ironed out.

The HA team does not yet feel that you are trustworthy enough to become a staff member. Given your track record, recently lifted ULX blacklist and other situations (such as warnings whilst staff previously), we have chosen to deny your application.
